The smoking ban... I'm failing to understand this

Although perhaps it hasn't been made clear, apparently it's only *buying* f**s which is an offence. So it's OK to get them as a gift? Or - err finding them in the street! The v**e shops no doubt, will continue to sell v**es, and for an extra fifteen quid on certain brands - will supply a *free* pack of f**s?

Yes, I know that it's illegal for someone to buy ci******es for someone underage, but 'the underage' are not going to grass on their suppliers.....
