Many other fish can tolerate low temperatures such as
Galaxy rasbora
Green rasbora
Tiger barbs
Green tiger barbs
Tornado barbs
Silver sharks etc
Many of these fish have a low of 22 degrees.

But always bear in mind no fish like sudden fluctuation in temperature. Remember the lower temperature of the scale is what they can tolerate and doesn't mean they prefer it.
