Recall is a massive question im asked about, and it can be really simple. You need a long line lead, less freedom for a little while just means more freedom in the long run! Your dogs recall should be 1000% before you let them off, dogs can come out of anywhere, and not all dogs get on.
Once your dog ignores your recall once. you should be standing on the lead/reeling them back in, ignored once=dog learns they don’t have to come back, so they won’t. * Impulse training* this is me putting some dishes away while they wait for their dinner, my dogs know to wait for their release word before they are able to eat their dinner. We’re only able to do this as they’ve done it EVERY day since i got them. If went to get their bowl before i had said “yes”, the bowl came off the floor and back to a sit. Slowly they have learned that they need to wait for me to say, even if this means i’m off doing other things for a minutes. This skill transfers to a lot of other things inside and outside the home!
