The 2nd Senator to oppose the banning of the E-collar.
When there is ample evidence for the ethical use of these tools, why do Dogs Trust and other organisations continue to claim they are cruel and deliver electric shocks?

The implications of a proposed ban on electric dog collars have not been thought through, independent Kerry TD Michael Healy-Rae said.
