आज दिनांक 16 मई 2025 को पशु रोगी कल्याण समिति (PRKS), पशु चिकित्सालय (वेटरनरी पॉलीक्लिनिक) रामपुर की प्रथम बैठक का आयोजन उपमंडल अधिकारी (SDM) रामपुर श्री हर्ष अमरेंद्र सिंह की अध्यक्षता में किया गया। इस बैठक में हिमाचल प्रदेश की 7वीं वित्त आयोग के माननीय अध्यक्ष (कैबिनेट रैंक) एवं रामपुर विधानसभा क्षेत्र के विधायक श्री नंद लाल जी की विशेष उपस्थिति रही।

SDM रामपुर एवं PRKS के अध्यक्ष श्री हर्ष अमरेंद्र सिंह ने स्वागत भाषण द्वारा बैठक का शुभारंभ किया तथा समिति की स्थापना एवं उद्देश्य के बारे में जानकारी दी। यह समिति, रोगी कल्याण समिति (RKS) की तर्ज पर पशुपालन विभाग के अंतर्गत गठित की गई है, जिसकी स्थापना वेटरनरी पॉलीक्लिनिक रामपुर में की गई है।

वेटरनरी पॉलीक्लिनिक रामपुर के प्रभारी एवं सदस्य सचिव ने विशेष अतिथि, अध्यक्ष एवं सभी सदस्यों का स्वागत किया। बैठक में निम्नलिखित प्रस्तावों पर चर्चा कर निर्णय लिए गए:

1. ब्लड टेस्ट दरें स्वीकृत की गईं:
• कम्पलीट ब्लड काउंट (CBC):
• बड़े पशु – ₹100/-
• छोटे पशु (कुत्ता/बिल्ली) – ₹150/-
• अन्य रक्त परीक्षण (ब्लड ग्लूकोज, बिलिरुबिन, SGOT, SGPT, अल्कलाइन फॉस्फेटेज, टोटल प्रोटीन, क्रिएटिनिन, BUN):
• बड़े पशु/भेड़-बकरी – ₹50/- प्रति परीक्षण
• कुत्ता/बिल्ली – ₹150/- प्रति परीक्षण
• कैल्शियम, पोटैशियम, क्लोराइड:
• बड़े पशु/भेड़-बकरी – ₹50/- प्रति परीक्षण
• कुत्ता/बिल्ली – ₹150/- प्रति परीक्षण
• लिपिड प्रोफाइल:
• बड़े पशु – ₹100/-
• छोटे पशु – ₹150/-
• CMT परीक्षण – ₹20/-, दूध की pH जांच – ₹10/-, यूरिन टेस्ट आदि भी स्वीकृत।

2. शल्य क्रिया हेतु शुल्क निर्धारण:
• लघु शल्य क्रिया – ₹100/-
• मुख्य शल्य क्रिया – ₹500/-

3. सामग्री क्रय हेतु स्वीकृति:
• एक OT लैम्प (ऑपरेशन थियेटर हेतु)
• गंभीर पशुओं को पार्किंग से क्लिनिक तक लाने हेतु एक स्ट्रेचर
• 4 से 10 प्लास्टिक कुर्सियों की खरीद (बजट के अनुसार)
• इंस्टेंट गीजर (गर्म जल की व्यवस्था हेतु)
• प्रिंटर-कम-स्कैनर (रिपोर्टिंग हेतु)
• लैब रिएजेंट्स की खरीद
• ऑटोमैटिक केमिस्ट्री एनालाइज़र की UPS मरम्मत
• अस्पताल परिसर में 3-4 CCTV कैमरों की स्थापना (सुरक्षा हेतु)

4. अन्य महत्वपूर्ण निर्देश:
• माननीय विधायक महोदय द्वारा कृत्रिम गर्भाधान (AI) की असफलता को लेकर किसानों की चिंता को गंभीरता से लेते हुए, विभाग को अधिक से अधिक जागरूकता शिविर आयोजित करने के निर्देश दिए गए।
• आवारा व घायल गऊओं के उपचार एवं राष्ट्रीय राजमार्ग/नगर परिषद/पंचायत क्षेत्रों से बचाव हेतु उच्च न्यायालय के दिशा-निर्देशों का पालन सुनिश्चित करने पर बल दिया गया।
• वरिष्ठ पशु चिकित्सा अधिकारी एवं PRKS के उपाध्यक्ष द्वारा विधायक महोदय द्वारा उठाए गए प्रश्नों का उत्तर दिया गया।
• विधायक महोदय द्वारा सुझाव दिया गया कि कुमारसैन खंड को रामपुर उपमंडल से पृथक कर अलग ब्लॉक घोषित किया जाए, ताकि 1962 मोबाइल पशु चिकित्सा सेवा का प्रभावी और केंद्रित उपयोग हो सके।

बैठक के अंत में PRKS के अध्यक्ष एवं SDM रामपुर श्री हर्ष अमरेंद्र सिंह ने सभी सदस्यों को धन्यवाद ज्ञापित किया एवं प्रथम बैठक को सफलतापूर्वक संपन्न करने हेतु सभी का आभार व्यक्त किया।
