Does your dog really understand your hand target? Do they come into your hand with joy and from any direction?
Hand targets can be a great thing to teach. I helps with being able to take on and off the leash, you can guide your dog to different positions and even use them for recalls and just fun pressure relief during training.
Instant Down
I love teaching an instant down from movement.
Start with a mat or target in front of you, throw a piece of food away from you and then hold the treat low to the ground when your dog comes back in front of you.
Repeat till they reliably lay down the second they reach the mat.
Add your verbal cue of down. Then create distance from you and the mat.
Vary rewarding the dog behind or in position as needed. This prevents the dog creeping forward since they are expecting the reward from behind

Dogs like food, but they crave SEEKING.
Have you heard of contra-freeloading? It’s when dogs work for food even when it’s freely available.
Actually, they prefer to do that: scientific studies have shown that as a general rule, animals would rather work on a food puzzle than have the same food served on a plate.
When you’re eating, you’re doing consummatory behaviour.
When in SEEKING mode, you’re doing appetitive behaviour: searching, exploring, sniffing, digging, hunting.
Appetitive behaviour involves a dopamine surge in the brain. So while in SEEKING mode, you get this dopamine fix.
When eating, you snap out of appetitive mode into consummatory mode, and then the dopamine levels in your brain go down.
Dopamine is a major feel-good chemical in the brain, which is why SEEKING is preferred over having just food freely accessible.
So, how do you feed your dog?

Lagotto Oggy trying to work out that hand targets give access to the reward. This is called a value transfer we bringing the value of the reward to the behavior done before that leads to getting access to said reward.
Oggy is working really hard here but it is so much fun for the dogs once they figure out what leads to the reward.
If you want to teach your dog to walk calm passed other dogs you first you need to envision how you want the picture to look, then teach and grow it. Then prove it by adding gradually more and more distractions.
