The Ministry of Justice has today released its discussion document and opened public consultation on the rewrite of the Arms Act 1983. You can read more about it, including finding the discussion document, at the following link:
https://www.justice.govt.nz/justice-sector-policy/key-initiatives/fi****ms-reform

Not only SCI members, but all license holders are strongly encouraged to make your own submission.

Submissions are due by 28th February, so you have time. This directly affects you so please to make the effort to have your views heard. The committee will provide guidance to assist in due course.

A quick summary of the scope of the consultation:
The New Zealand Government is undertaking a comprehensive rewrite of the Arms Act 1983 and its associated regulations. This initiative aims to modernize and simplify the fi****ms regulatory framework while maintaining public safety.
Key Points:

Background:
The Arms Act 1983 has undergone multiple amendments over 40 years, particularly in response to significant events including:
The 1990 Aramoana shooting
The 2019 Christchurch mosque attacks
The 2024 gang-related fi****ms concerns

Purpose of Rewrite:
Create a clear, comprehensive, and understandable regulatory system
Enhance individual, public, and community safety
Impose appropriate controls on fi****ms owners and dealers
Support legitimate use of fi****ms for farming, sport, recreation, and pest control

Consultation Scope:
The document seeks public feedback across seven key themes:
Purpose of regulating fi****ms access, possession, and use
Products controlled by the Act
Responsible possession and use
Supplying, importing, and buying products
Compliance, offences, and penalties
Cost recovery
Agencies that control fi****ms possession and use

Out of Scope Areas:
The following are explicitly excluded from the consultation:
Changes to legislation other than the Arms Act
Transfer of the Fi****ms Safety Authority to another department
The Fi****ms Registry
Exemptions for government agencies (e.g., Defense Force)

Timeline:
Submissions are open until February 28, 2025
The bill is expected to go through Select Committee process in late 2025

Current Context:
Police data indicates that between October 2023 and October 2024, there were 160 offences involving licensed fi****ms holders out of 7,267 total fi****ms offences
The regulatory system recognizes legitimate uses of fi****ms while implementing controls to ensure public safety

The document includes comprehensive appendices covering:
Historical timeline of fi****ms regulation
Types of firearm products
Current endorsements and permits
Existing offences and penalties

This consultation represents the first phase of public engagement in the Arms Act rewrite process, with further opportunities for public input planned during the legislative process.

Engage in this and protect our legitimate rights to own and use fi****ms for our sport, our food and our work.

We are reforming fi****ms law and regulation to provide for greater protection of public safety and simplify regulatory requirements to improve compliance.

SCINZ CONGRATULATES ROY SLOAN ON HIS NEW YEARS HONOUR
Congratulations to Roy Sloan, for his well-deserved MNZM (New Zealand Order of Merit) for services to conservation and hunting. From humble beginnings as a hunter with a special interest in Fiordland and the Wapiti herd Mr Sloan has been instrumental in the establishment of the Fiordland Wapiti Foundation (FWF) that today manages the herd in conjunction with running a comprehensive conservation programme involving predator control to enhance blue duck (Whio) numbers in Fiordland National Park. He has chaired and managed the Foundation to the strong position it holds today, spent two years on the Game Animal Council, a term on the NZDA Executive and today still works tirelessly for the animals and environment that he loves. Hunters are a major part of the New Zealand conservation movement as exemplified by Mr Sloan who has been a leader in this field for many years.
