Incorporated society .... volunteers required for future funding.

To obtain ongoing funding, Council has suggested Waimate Dog & Agility Park should form an incorporated society.

On 5 October 2023, the Incorporated Societies Act 2022 (the 2022 Act) came into force. When you set up an incorporated society, you’re creating a separate legal entity. An incorporated society can do many of the same things as an individual — hold property in its own name, enter into contracts, and sue and be sued.

All societies incorporated in New Zealand have the same basic elements:

a society name
at least 10 members
a governing body (a committee with at least 3 officers)
a constitution
contact addresses.

If you wish to commit your time and resources to Waimate Dog and Agility Park becoming an Incorporated Society please read the details in the link in the comments and express your interest in the comments by the end of June. Existing dog owners and members of the public are not able to commit to this process. Hence the call for volunteers.

You will need to be available for a year at least, and have time and talents to devote to this, Officers will be required as a Secretary, Chairperson, Treasurer. A constitution will need to be drafted and within 6 months of the balance date they must ;
prepare annual financial statements
hold Annual General Meeting (AGM)
present financial statements at the AGM, and
file an annual return, along with its annual financial statements.

Other legal obligations;
As with any person or organisation, an incorporated society must comply with the laws of New Zealand. Your responsibilities include meeting any tax obligations, and complying with government agency requirements that may apply to your society’s activities.

Refer to the Inland Revenue Department for information about a society's tax obligations .
If your society is, or will be, a registered charity, contact Charities Services for information about on your obligations to them.
Contact the Department of Internal Affairs for information about running events involving gambling (for example, housie) or applying for community grants .
Contact your local council for information about running events and compliance with local bylaws, for example, holding a street fair.

In relation to the Dog & Agility Park lease Dylan Murray is presenting a proposal from Southern Canterbury A&P Assn Inc to Council at the Ordinary Council Meeting Tuesday 25 June 2024. Meeting starts at 9.30 am at Event Centre.

Dylan advises he cannot give us an exact time for the presentation, the meeting is expected to conclude at lunchtime and the submission is the 3rd to last agenda item.

Hi all, lease is coming up for renewal and Council are interested in how much the Park is used if they are to fund a further lease. If they decide not to we will have to close the Park. Please contact Dylan Murray to show your support for the continued safe space for dogs.

New to the park.

We have some new dogs who are doing some respect training and learning how to socialise. But they aren't quite ready to meet strangers. As part of supporting good dog behaviour and training we have offered the park to these great humans and dogs but asked they put up a sign on the entry gate by the tap to just be aware there is some learning going on. So we ask if you could respect their need to be in the park by themselves. They will soon be part of doggy catch-ups but just need some time. Please check the gate before you enter. Thanks

Lots of talk lately on where Council don't want dogs (Seddon Square) so ask them to confirm Waimate is a dog friendly town! The 5 year lease on the Waimate Dog & Agility Park comes up for renewal in September 2024.

It has been an amazing five years thanks to financial support from Waimate District Council (Subdivision Contribution Fund NOT rates) and Southern Canterbury A&P Association (for the lease, fencing and maintenance) but now is the time to make sure Council know how many of you (and your dogs) use the park, some great stories of doggy meet ups, and how important a dog park is as a safe space.

Please do your part to encourage Council to extend their support of responsible dog owners who want to keep the park going. DOGS DO'S AND DONT'S

At the Ordinary Council meeting on 21 November, Council approved the Dog Control Bylaw with amendments.

In total, six reserves had amendments made to their use regarding dogs:

🦮 Knottingley Park and Arboretum is dog-friendly apart from the cricket pitch and children’s playground. Dogs need to be leashed in the campground.

🦮 Boland Park and Seddon Square are completely dog-free.

🦮 Dogs are allowed in Victoria Park except for the playground, sports courts, bowling green and velodrome. Dogs are required to be leashed in the campground.

🦮 The Glenavy Recreation Reserve is dog-friendly apart from the pocket park and adventure play areas, which require dogs to be leashed.

🦮 Dogs are prohibited in the St Andrews Recreation Reserve apart from the campground, where they are required to be leashed.

The definition of menacing dogs was also amended, bringing it in line with the Dog Control Act 1996. This allows Council discretion in relation to neutering dogs labelled menacing, rather than this being an automatic requirement under the previous bylaw.
The animal management team can now consider factors such as age, demeanour, whether the dog’s behaviour has been learned and whether neutering will alter the behaviour.

HEALTH WARNING

Te Mana Ora | Community and Public Health has issued a health warning for Waihao River at Gum Tree Road and Bradshaw Bridge.

The warning follows finding moderate to high cover of potentially toxic algae (benthic cyanobacteria) in the Waihao River at Gum Tree Road and Bradshaw Bridge.

People should avoid the area and animals, particularly dogs, should not be allowed near the water until the health warning has been lifted.

There are also other access points along the Waihao River that may have benthic cyanobacteria present. People are advised to treat every low-flowing river cautiously, check for the presence of benthic cyanobacteria and avoid contact.

Dr Matthew Reid, Medical Officer of Health for Te Mana Ora, National Public Health Service, says the algae look like dark brown to black mats and can produce toxins harmful to people and animals.

“Exposure may cause skin rashes, nausea, stomach cramps, tingling and numbness around the mouth and fingertips.”

“If you experience any of these symptoms, visit your doctor immediately, also let your doctor know if you’ve had contact with dark brown/black algal mats or water in this area”, Dr Matthew Reid says.

Pets that show signs of illness after coming into contact with algal mats should be taken to a vet immediately. People and animals should remain out of the waterways until the warnings have been lifted.

Environment Canterbury is monitoring the sites and the public will be advised of any changes in water quality.

Facts about benthic cyanobacteria:
• Appears as dark brown/black mats attached to rocks along the riverbed.
• A low cover of the algae can occur naturally but can increase rapidly during warmer months. Algal blooms are influenced by a combination of available nutrients in the water and sediments (such as nitrogen and phosphorus), a sustained period of low and stable flows, and favourable weather conditions (e.g. increased temperature, calm days).
• It often has a strong musty smell and algal toxin concentrations can vary over short periods.
• Although high river levels will remove the algal bloom, detached mats can accumulate along the shore and increase the risk of exposure to toxins.
• If a health warning is in place avoid contact with the water.
• Although district or city councils may place warning signs, these may not be seen at the numerous river access points, hence the need for people/ dog-walkers to treat every low-flowing river cautiously.

* Take your dog for a walk early today [if you do evening walks]
* Make sure you get your cat inside early and keep them in.
*Stay at home with your animals [Turn the TV up a little louder than usual]
*Close windows and curtains
*Cuddles ,Cuddles,Cuddles
We know some pets are not bothered by Guy Fawkes and some are terrified. If your pet has an extreme fear of fireworks there is another option that may need to be treated with medication. Speak to your vet for options before the fireworks start.
