FINALLY. JUSTICE FOR CHIEF. Last March 15, 2023, Antipolo MTC Branch 4 found Virgilio “JJ” Siano guilty of animal cruelty.

PAWS and the pet owner filed charges of violation of the Animal Welfare Act or RA 8485, as amended by RA 10631, against Siano for striking a shih tzu named “Chief” with a heavy metal pipe.

Siano hit the dog on the head with such force that Chief’s right eye popped out. The gentle dog survived but became blind in one eye.

This was a case filed in 2017. 😔 The wheels of justice have moved ever so slowly in this case and the convicted criminal was made to pay a measly fine of only P4000. However, this conviction will forever be on the record of JJ Siano.

Years of attending the court hearings have also taken their toll on the accused who sent his apology to the pet owner and to PAWS. Siano vowed to never hit or hurt another animal again.

What may be considered the bigger victory is the chilling effect that this case had on the small Antipolo community where Siano lives. Local officials stated that there was a decline in animal cruelty cases in the area when the filing of the criminal case made it to the news.

It is a bittersweet victory for us, advocates, but a testament nevertheless to our commitment to uphold the Animal Welfare Act and to pursue cases vs animal offenders for as long as it takes.

We thank Ms Diana Tebelin and the witnesses who stood for the truth and helped deliver the message: Cruelty to animals is a crime. Responsible citizens will not hesitate to bring animal offenders to justice.
