Ibig sabihin, kinikilala din ng UN-CND na gamot ang cannabis.

Mula 2014, sa ika-16 na Kongreso ng Kamara de Representante, nagkaroon na ng panukalang batas na naglalayong bigyang-akses ang mga pasyente sa medical cannabis.

Si Rep. Rodito Albano III ng Unang Distrito ng Isabela ang naging awtor ng panukala na pinamagatang House Bill 4477 o ang An Act Regulating the Medical Use of Cannabis, Establishing for the Purpose the Medical Cannabis Regulatory Authority and Appropriating Funds Therefor.

Ito ang kauna-unahang panukalang batas sa medicalcannabis na isinalang sa Kongreso.

Isinulong ito ng mga advocates o tagapagtaguyod ng medical cannabis sa Pilipinas, partikular ang Philippine Cannabis Compassion Society o PCCS (ngayon ay Cannahopefuls, Inc.) Tumampok ang mga bata na may mga seizure disorders na maaaring matulungan ng cannabis.

Kasama ang kanilang mga magulang, kinatok ng mga pasyente at tagapag-alaga ang mga pinto at puso ng mga mambabatas upang pumirma para sa panukalang batas para sa medical cannabis.

Bagama’t nakakalap ito ng 70 pirma ng mga co-awtor, hindi pumasa sa Committee on Health ang panukala.
