SUBJECT: ESTABLISHING A PROGRAM FOR CONSERVATION AND UTILIZATION OF DOMESTICATED NATIVE FOOD ANIMALS

WHEREAS, the Philippine Constitution provides for the preservation, conservati

on and development of the patrimony and a comprehensive rural development and agrarian reform;

WHEREAS, the Philippines has rich animal biodiversity among them are the commonly termed native animals which are economic value;

WHEREAS, Philippine native animals such as pigs, ducks and chicken that are used for food are usually discriminated because of their small body size, slow growth rate and unpredictable performance;

WHEREAS, these negative attributes are outweighed by the native animals’ ability to adapt, survive and reproduce under adverse condition with low production inputs;

WHEREAS, there is a gradual appreciation on native animal products as food in terms of taste and neutraceutical (health) benefits which command a premium price;

WHEREAS, in support of organic agriculture, the potential of native animals should be harnessed in providing income to alleviate rural poverty;

WHEREAS, there are existing efforts on conservation, propagation and utilization however they are fragmented hence a more comprehensive program has to be harmoniously implemented;

NOW THEREFORE, I, PROCESOS J. ALCALA, Secretary of the Department of Agriculture, in accordance with the powers vested in me by law, do hereby issue this Administrative Order Establishing a Program for Conservation and Utilization of Domesticated Native Food Animals and directs the Bureau of Animal Industry to:

1.Formulate, in close consultation with stakeholders a Road Map for the development of domesticated native food animals to include among others the following components:

a. Strengthen the existing National Swine and Poultry Research and Development Center of the BAI to become the Central Coordinating Center and Gene Pool for NAtive Pigs and Poultry;

b. Task the various DA Regional Field Units to develop this initiative by including this project in the existing animal production centers of stockfarms;

c. Establish research collaboration among state universities and other research institutions for technical support in the areas of biotechnology and other fields that promotes the development of the sector;

2. Create a Technical Working Group to facilitate preparatory activities in the drafting of the Road Map, guidelines and other support program including the submission of supplemental budgetary requirement. Expenses incurred in the conduct of preparatory activities including honoraria for resource persons for 2010 shall be charged under the Special Projects Fund of the BAI. Introducing Patani, a black native chicken breed we can proudly claim as ours. It originates in the Caraga Region but did not have a pure breed and was probable for extinction. To address this gap, a group of researchers from CSU and DA conducted a study to purify and preserve it.

[NATIVE PIG AND ITIKPINAS PROJECT]

The Livestock Research Division of the Department of Science and Technology Philippine Council for Agriculture Aquatic and Natural Resources Research and Development (DOST PCAARRD) monitors the two ongoing projects led by the CvSU Department of Animal Science at the Bureau of Correction, Muntinlupa City last April 3, 2024.

The projects are entitled "Production Performance and Profitability Testing of Purified Native Pig Breeds" and "Assessment of the Production Performance and Profitability of Raising ItikPINAS (IP Kayumanggi) at the Bureau of Corrections (BuCor), Muntinlupa City."

The DOST-PCAARRD team includes Dr. Synan S. Baguio, Director of the Livestock Research Division (LRD); Alfredo Ryenel M. Parungao, Science Research Specialist II; Eric E. Perez, Science Research Specialist II; and Geleo A. Dichoso, Project Technical Assistant IV.

The CvSU team members who attended the monitoring are Dr. Mariedel L. Autriz and Dr. Camilo E. Polinga, Jr., Project and Study Leaders, respectively, for Native Pigs; Assoc. Prof. Gary A. Pareja and Asst. Prof. Ma. Cecille B. Anuada, Project and Study Leaders, respectively, for ItikPINAS; and Mr. Chris John R. Bulagsac and Ms. Diane D. Olarve, Project Technical Assistants III, along with CIP Graduate Fellow Karl Louisse D. Obispo.

The monitoring was also attended by the newly appointed MinSeCom Camp Commander CSINSP Roy S. Vivo and BuCor Personnel.
