“The USDA has stated that the act of soring is “riding” which causes accidental injuries during competition to be classified as HPA violations.” -WHR

The HPA is not just focusing on the equipment you use! If you are riding a horse in competition you could at any point be in violation of the Horse Protection Act and essentially breaking the law!
