"ARL CEO Tom Colvin said that over the last several years the cost of veterinary care has increased substantially, making it difficult, and in some cases impossible, for pet owners to afford basic care like vaccines for their pets, which could potentially lead to the surrendering of the pet. Colvin said the ARL hopes to keep pets with their owners by offering affordable vet care through these clinics."

IN THE NEWS: IA - Siouxland Humane Society calling for responsible pet ownership with rise in dogs being abandoned at shelter

"The Siouxland Humane Society, based in Sioux City, says it is seeing an increase in dogs being left outside its shelter. With October being “National Adopt a Shelter Dog Month,” the humane society is asking for the community’s help in finding homes for their animals and encouraging people to surrender their pets responsibly."

The organization found a mother dog along with 5 puppies outside its shelter on Saturday, Oct. 4.

"How many service requests result in failure to contact the persons who submitted them? How many service requests are closed without ever dispatching an officer? How many crimes of animal cruelty go without investigation? How many animals die on our streets, and shouldn’t they be counted toward that “95%” no-kill goal? IN THE NEWS: CA - California Bans Online Puppy Sales from Commercial Breeders

"California lawmakers have passed Assembly Bill 519, a bill aimed at banning online pet dealer websites and middlemen who pose as local breeders from selling dogs in the state. This legislation, approved on Monday, seeks to curb the influx of puppies from out-of-state commercial breeders, often referred to as puppy mills. Assemblymember Marc Berman (D-Menlo Park) introduced the bill to address deceptive practices in the pet industry."

California lawmakers have passed Assembly Bill 519, banning online sales of dogs, cats, and rabbits from brokers to curb out-of-state puppy mills. The bill, pending Governor Newsom's approval, aims to enhance transparency and protect consumers and animals.

IN THE NEWS: CT - Governor signs bill to create Animal Abuser Database in Delaware

"Delaware Gov. Matt Meyer has signed a new law creating a public registry of people convicted of animal abuse, aimed at preventing convicted abusers from adopting pets or working with animals.

The bill, signed on Aug. 21, establishes a statewide online list maintained by the Office of Animal Welfare. The registry will be available on the agency’s website and include the names, birthdates, booking photos, and convictions of adults found guilty of animal abuse crimes."

The law also prohibits animal shelters from approving pet adoptions for anyone listed as an animal abuse offender

"A Garwin man has been arrested and charged with animal neglect following the discovery of a deceased dog at his residence.

According to court documents, on Wednesday, Aug. 20 just after 9 p.m., Daltin Allen Dillingham, 26, of Garwin was arrested and charged with driving under suspension and animal neglect with injury or death by the Tama County Sheriff’s Department following an investigation in the 100 block of Park Street. Prior to his arrest, Dillingham was allegedly observed by a deputy driving up to a residence in that location."
