The substance abuse professional (SAP) evaluate employees who have violated DOT drug and alcohol regulations and make recommendations concerning education, treatment, follow-up testing, and aftercare. The SAP determines if the employee demonstrates successful compliance with the recommended education and treatment. A consortium / third party administrator (C/TPA) is a service agent that coordinates the drug and alcohol testing services for its clients. Services can include random selection, preparation of annual management information system (MIS) reports, MRO services, laboratory services, drug and alcohol screening, and SAP evaluations. C/TPA must abide an comply by DOT regulations and must be qualified. Non-DOT employers must comply with its company drug an alcohol policies.
