President Biden’s proclamation directs that flags be positioned at half-staff during the mourning period for President Carter. Speaker Johnson has decided to raise the flag on Capitol grounds during the inauguration.

*Presidential Proclamations: Apply to all federal buildings, properties, and military installations.
*State Governors: Can issue their own proclamations for state-controlled properties. For example, the governors of Texas and Alabama have directed flags in their states to be flown at full staff on January 20th.
*Federal properties, such as post offices, courthouses, and military bases, should adhere to the President’s proclamation and keep flags at half-staff, regardless of state-level proclamations.
*State buildings and offices are subject to gubernatorial proclamations, allowing flags to be raised to full staff in states like Texas and Alabama.
*Private entities and individuals are encouraged, but not required, to follow either federal or state guidance.

The unusual circumstances surrounding Trump’s inauguration showcase the symbolic and procedural flexibility of the U.S. Flag Code. While federal properties and military bases adhere to President Biden’s half-staff directive, state and local governments may follow their own proclamations. As a result, citizens may see flags at both full and half-staff depending on location. This divergence highlights the balance between honoring a past President and celebrating the peaceful transition of power.
