📌 Yes, you generally need to step out of the car if a police officer tells you to.
According to the U.S. Supreme Court rulings in Pennsylvania v. Harry Mimms (1977) and expanded to include passengers in Maryland v. Jerry Lee Wilson (1997), officers have the authority to tell both drivers and passengers to exit the vehicle during a traffic stop for safety reasons.
Law enforcement officers DO NOT need probable cause to ORDER you out of a vehicle. Getting you and or your passengers out of a vehicle does not give an officer the right to automatically search your vehicle. You have the right to lock your vehicle and express to the law enforcement officer that you don't consent to any search or seizure of your vehicle or yourself. Law enforcement may aquire a warrant to search your vehicle if they find probable cause to convince a judge to warrant such. It's always wise to exercise your 5th Amendment right to remain silent and to ask for an Attorney before talking any further with law enforcement.
If an officer asks you to step out of the vehicle then you have an option yet that option is no longer available once the officer ORDERS you and or passengers to get out of the vehicle. Failure to do so may result in an escalation of a situation that may result in charges filed against you.
Always comply with law enforcement orders in a calm collective way as you'll have plenty of time to address any issues in a court of law with legal representation present.

11:58p.m. UPDATE: IT'S BEEN REPORTED THAT THIS STRAY RUNNED OVER FEMALE DIDN'T DIE BUT RATHER WAS MURDERED BY A SO CALLED "VET" WHICH NAME I MAY DISCLOSE WHEN APPROPRIATE. ANOTHER INDIVIDUAL REPORTED THAT THIS STRAY HAD DIED WHEN IN FACT SHE WAS MURDERED, WHICH IS MUCH DIFFERENT.

Almost every week, we witness the dismantling of a questionable rescue operation, which serves as a significant incentive for them to remove and relocate dogs. Last time Paws Fur Help, Inc. aka Dendea L. Balli, disgraced Luis Quintanilla aka RGV Humane Society (Best Friends Animal Society), City of Mission, TX - Government and the incompetent Mayor euthanized all the shelter animals to appease the incoming shelter over paid inexperienced non-profit. This time I guess they figured in making matters perhaps just as bad or worse.
The vast majority of shelter supporters are almost certainly unaware that their donations help pay for the roundup and killing of healthy kittens, puppies, and the theft and killing of beloved dogs, efforts to kill more animals in pounds, the defense of abusive “shelter” workers plus may also lineup a person's bank account.
A shelter in most cases like the one speaking about is similar to an abusive slaughterhouse protected by elected officials and certain individuals in a registered non-profit organization.
Are they conducting thorough checks on the rescues where dogs are being sent?
A: Naw, never have - Why start now?
However, what is the status of the cats?
A: Dead and suffering at best. Note the minimal of transparency.
Are there no offers or networking efforts being made on their behalf?
A: Probably poor and will get worse.
Mission is notoriously known as 'cat alley' due to its vast cat population. The way they think and actions (inactions) are these results.
Where is the $400 offered per dog being allocated from?
A: This is a question that we currently don't have the answer to but I'm sure there's speculations.

This is a developing situation. No arrests have been made and no dogs have been taken to any shelters.
I would like to extend my gratitude to friends who have kindly taken in dogs to support Franklin All Animal Rescue Team FAART.
Thank you to those who have donated kennels or made financial contributions.
We also appreciate the attention brought to our cause by our critics and the ungodly entities.
There are no dogs at the Palmhurst, Texas property. While we are not ceasing operations, we do need to relocate our RGV Voiceless Cause.
According to the authorities, all dogs are healthy and well-cared for.
We are seeking assistance with additional kennels and sponsors to help cover current boarding costs. Any contribution, no matter how small, will aid in our efforts to save these animals.
People need to understand that laws and city ordinances change. We have complied with the judges order 💯% once again.
