the difference between animal “cruelty” & neglect… copied from another site (credit to original poster). Animal abuse is the intentional or unintentional infliction of physical, emotional, or s*xual harm on an animal, while neglect is the failure to provide an animal with its basic needs:
Abuse
Includes violent acts like beating or killing an animal, animal fighting, or animal s*xual assault.
Neglect
Includes more passive acts like failing to provide an animal with food, water, shelter, or veterinary care.
Animal cruelty is a crime and is treated as a felony or misdemeanor in most US states. However, the determination of whether someone committed animal cruelty depends on the laws of the state where the incident occurred and a complete investigation by the authorities.
Some signs of animal abuse or neglect include:
Physical signs
The animal is extremely thin or emaciated, has a tight collar that has caused a wound, or has signs of an illness or injury that is not being treated.
Environmental signs
The animal is confined outside for long periods of time without adequate food or water.
Food
The animal's food is not nutritionally sound, free from debris and bacteria/mold, or within reach.
Water
The animal's water is not within reach, free from debris and algae, or rain.
