FCHS was formally established on December 3, 1997. The founding members were Claudia Wodjylak Manginelli, Mary Guy Eves, and Joy Anstaett. The founding members had all become aware of the deplorable conditions at the city/county shelter, especially for the cats. There was much untreated disease and injuries, terrible overcrowding, and an estimated 95% euthanasia for the intakes. The animals suffered just from being there and their euthanasia was actually merciful due to the conditions. The shelter hours were sporadic and not consumer friendly, making it nearly impossible for citizens to find their lost pets if they were picked up.
The newly formed organization was met with enthusiasm by the animal lovers in the community, but other groups were not encouraging. The group was an inconvenience to the animal control personnel, and therefore to the police department since the shelter was under their jurisdiction; and the veterinarians in the community were wary that we would be trying to hinder their business practices by asking for/expecting discounted services and special favors.
Our primary purpose in those early days was to just try to keep a few animals alive long enough to find their owners, or find new owners. We established foster homes, and after a year or so, began transporting dogs to other locales to larger shelters and rescue groups. We still lost many more than we saved for many years. The cats, unfortunately, still had few options, but at least a few made it to foster care and were able to be adopted.
