I often see a lot of debate about whether or not a service dog is required to be on leash or not in the United States. The ADA, which is what gives service dog teams the right to public access, states that service dogs should be on leash unless performing a task that interferes with this.
So, yes, if your dog is actively performing a task they may need to be off leash for a period of time, and yes your dog should remain under control, but to keep the public, businesses, and yourself protected, they should be on leash all other times when in non-pet friendly areas.
