If someone hugs you against your wishes, you might just tolerate it. Or you might pull your body away, push them away, and snap "stop!"
The same goes for dogs - they don't always want to be cuddled anymore than you do, and while some might tolerate it, others might pull themselves away, growl, and snap.
Affection is only affectionate when it's what both parties want.
