We have had numerous calls since our founding. Of people who believe there are instances of Animal Neglect happening. Unfortunately as a citizen run organization we have no legal authority.
However, after some digging on "what to do" we found this passage in the Minnesota Statute

Which as I understand it, this requires the concerned citizen to document the alleged instances of neglect. Then take those documented instances to the court; swear and attest to them under oath; if the court finds these allegation to be substantiated, they (the court) will then engage law enforcement to get involved.

Any person who has reason to believe that a violation of this chapter has taken place or is taking place may apply to any court having jurisdiction over actions alleging violation of that section for a warrant and for investigation.
