I think it’s more important to consider your lifestyle, breed traits, and consider the individual dog. If you can provide proper outlets for a dog, such as an Aussie, then it’s less likely to have behavior issues. My family has an Aussie with no anxiety. She has a farm to freely run on.. and we offer plenty of enrichment when she’s at home in the city. She played “volleyball” last night while we were watching the Bengals game by hitting a beach ball with her nose. I don’t think it’s fair to breeds to offer such generalizations without context.
