Gov. Ron DeSantis plans legislation targeting abusive puppy mills, pushes for dog breeder transparency

🇺🇸Yesterday was an important day for the dogs of Florida!
 Governor Ron DeSantis and First Lady Casey DeSantis held a press conference at Big Dog Ranch Rescue to announce a proposal aimed at protecting puppies and holding abusive breeders accountable.

The plan includes establishing standards for ethical breeding, licensing breeders through the Department of Business and Professional Regulation, and cracking down on operations that overbreed dogs, deny them water, keep them in extreme conditions, or cage them without adequate space or care.

The proposal also calls for:
• A statewide hotline to report breeder abuse
• Requiring pet stores to offer space for shelter dogs before selling commercially bred puppies
• Developing increased penalties for individuals who abuse or torture animals in front of a minor

For years, our team has taken in dogs who have suffered exactly these conditions. We rescue mothers bred nonstop until they collapse, dogs left in cages without ever being let out, and puppies surrendered so sick they can barely stand. This proposal directly addresses what we see every day.

In recognition of the Governor’s commitment to improving protections for vulnerable animals, we presented him with the Big Dog Ranch Rescue Animal Protection Award. We are also grateful for the support of Representative Meg Weinberger, Senator Ileana Garcia, Representative Linda Chaney, Representative John Albert, Senator Danny Burgess, and Senator Thomas Leak, who continue to advocate for stronger safeguards for animals across Florida. This is a major step toward ensuring dogs in our state are safe, cared for, and protected from the abuse we work so hard to stop.

We’ve fought tirelessly to protect animals and punish those who abuse them. This morning in Palm Beach County, I was proud to announce the next step we’re taking to stop animal cruelty: Legislation to put an end to inhumane puppy mills in Florida.

In partnership with , we will develop standard practices to ensure ethical dog breeding. We will direct to license dog breeders and hold accountable puppy mills that abuse dogs, whether by overbreeding them, leaving them out in extreme weather, cramming them into small cages, or limiting their access to water. A hotline will be established to report breeders suspected of abuse.

Our bill will also require pet stores to offer their space to local shelters for adoption before they use that space to sell dogs from puppy mills. As shelters across the state face overcrowding, offering animals for adoption at pet stores will help save them from being euthanized.

In Florida, we will continue to champion policies to protect our pets.
