The requirement ensures that individuals understand key aspects of canine wellbeing before bringing a dog into their home.

The test covers topics such as nutrition, behavior, training methods, medical needs, and legal responsibilities. Officials say the measure was implemented to reduce abandonment, mistreatment, and behavioral problems linked to uninformed ownership. Some regions also pair the written test with a practical exam to assess a person’s ability to interact calmly and responsibly with a dog.

The policy challenges the common assumption that loving an animal automatically equates to knowing how to care for it. Instead, it reinforces the idea that responsible ownership requires knowledge, preparation, and a commitment to lifelong learning.

By prioritizing education, Germany aims to create safer environments for dogs and more confident, capable owners, setting a precedent that other countries may one day follow.
