On Monday, September 2, NSBPD officers responded to a reported disturbance at an apartment on Lymestone Court. Upon arrival, officers made contact with one of the involved parties, 26-year-old Ezekial Winner. During the course of the investigation, it was determined that Mr. Winner was labeled a s*x offender in Delaware in 2013 for R**e S*xual In*******se Victim < 16 Years Old (Victim Age 1-11 Years) and Unlawful S*xual Contact with Person < 18 (Victim Age 1-11 Years).

Mr. Winner acknowledged that he was aware of his obligation to register his s*x offender status in Volusia County but stated he "hadn't gotten around to it." Winner told officers he has been residing in New Smyrna Beach for the past six months.

As a result, Mr. Winner was placed under arrest for Failure to Register as a S*x Offender and was transported to the Volusia County Branch Jail.
