They encounter two cephalopod-like, seven-limbed aliens, Abbott and Costello, and study their complex written language. Banks begins to have flashback-like visions of her daughter. When the heptapods answer her question about their arrival, China interprets it as "use weapon," prompting them to break off communications. Banks argues that the symbol interpreted as "weapon" can be more abstractly related to "means" or "tools," likely due to China's interaction with the heptapods using mahjong, a highly competitive game.
Rogue soldiers plant a bomb in the Montana craft, and Banks and Donnelly reenter the alien vessel. The aliens give them a complex message, and one of them ejects them unconscious. The US military evacuates, and General Shang issues an ultimatum to the alien craft in China, Russia, Pakistan, and Sudan. Banks suggests that the full message is split between the twelve craft and that the heptapods want all nations to collaborate to decipher it.
Banks goes alone to the Montana craft, which sends down a transport pod. Abbott is mortally injured, but Costello explains that they have come to help humanity because in 3,000 years, they will need humanity's help in return. Banks realizes that the "weapon" is their language, which alters humans' linear perception of time and allows them to experience memories of future events. Banks' visions of her daughter are revealed as premonitions, with her daughter not being born until sometime in the future.
Banks returns to the camp and tells Donnelly that the aliens' language is the "tool" meant by the word "weapon." She has a premonition of a United Nations event celebrating global unity achieved by deciphering the heptapods' language. Banks takes CIA agent Halpern's satellite phone to call Shang's private number to recite the words, and the other countries follow suit.
Banks writes and publishes a book called The Universal Language, a guide to the heptapod language, which will eventually teach humanity to perceive time the same way as the heptapods. During the evacuation, Donnelly expresses his love for Banks and discusses their life choices. Banks knows she will agree to have a child with him despite knowing their fate, including Hannah's death from an incurable disease.
