We are being contacted about this poor girl. Her owner is a restaurant owner , and they moved without her , so the poor thing was taken care of by the neighbor. But clearly the neighbor don’t care about her and did nothing to take care of her . This poor girl try to survived on her own ... drinking from the sewer and eats garbage , but then the neighbor tie her up with a leash to avoid her cause any “troubles” ... We don’t know how long she was tied up . But luckily we were able to get her on time before anything worse happened. She is now at the vet , suffering from mites problem, she will have more tests and blood examination coming .
