There are proposed bills in the Florida Legislature, Senate SB1492 https://flsenate.gov/Session/Bill/2023/1492 and House Bill 1581 https://flsenate.gov/Session/Bill/2023/1581 that every Floridian needs to be aware that our legislators are trying to pass. These bills define any unsterilized female dog over the age of six months as a “breeding female” and would possibly require her owner to register with the state as a “breeder”, pay significant fees, and be inspected by the state or by any person or non-governmental organization selected for that purpose. Any violation could result in dog confiscation and/or fines. In addition, registrants would be required to comply with federal commercial dog breeder/dealer regulations; other state rules not yet written; and all existing and future local dog breeder laws, fees, and inspection requirements.
This is not good for breeders or even a dog owner. On page 6 #(7) it states: A private dog owner may breed one dog, one time for personal benefit and may gift or sell any dog from that litter which he or she chooses not to retain. A private dog owner within the same household who breeds a second litter of dogs must register as a dog breeder . . ., just to mention one of the restrictions the bill is full of this type of draconian rules.
Please read the bills, if you oppose this type of legislation and live in Florida, please call Senator Jonathan Martin @ 850-487-5033 and Representative Linda Chaney @ 850-717-5061 to oppose these bills that will violate your fourth and eighth amendment rights and your inability to retain an intact female over six months of age without a state license, invasion of your home or whistleblowers ruining your lives.
If you do not live in Florida but have family or friends who live there, please forward this to them so they know what is happening and ask them to call to oppose this bill.
Call or email your Senator and Representative and let them know you oppose these bills and ask them to reject them. Also, ask them to urge both Martina and Chaney to withdraw their bills.
