Dear EDCC Stakeholder,

I hope this note finds everyone safe and healthy during this difficult period. As always, clear communication is critical during periods of uncertainty.

The COVID-19 pandemic has created new challenges for many horse owners. To have a central source for accurate information, the Equine Disease Communication Center (EDCC) published a Coronavirus resource page on its website http://equinediseasecc.org/coronavirus-resources featuring items to help horse owners keep their horses healthy during this pandemic.

While information about the COVID-19 pandemic is rapidly changing, the EDCC is receiving questions and concerns from owners about the safety of their horses. In order to help mitigate and protect horses from the spread of disease the EDCC Coronavirus resource page will be updated as necessary to reflect the current information.

Additionally the EDCC's Coronavirus page features fact sheets to help owners explain the differences between equine coronavirus (ECoV) and COVID-19 as well as needed tools to stay up to date on the latest information. Users will be able to download and print off fact sheets and educational materials that can be posted in barns and facilities.

As always, we thank you for the continued support of the EDCC and our efforts. EDCC is fully operational during these trying times and are here to support you. Let us know if we can be of help in the days ahead.

With best wishes,

Nathaniel A. White II
Director, Equine Disease Communication Center

COUNTY OF SAN LUIS OBISPO BOARD OF SUPERVISORS
Lynn Compton District Four Supervisor

A Plea for Help to the Veterinary Community

Hello Colleagues,
Kim and I are working in conjunction with County of San Luis Obispo and Supervisor Lynn Compton’s office in a joint effort to recruit veterinary medical professionals, veterinary technicians, and other medical personnel from our own community to assist with the expected COVID-19 surge.
While the County hopes for a manageable surge in patients with the COVID-19 virus, San Luis Obispo County will prepare for the worst. At this time the County has secured an alternate facility site on the Cal Poly campus to hold between 400-700 individuals. This site would be a “step down” site for those who are released from the hospital, but still need medical monitoring.

Our profession has always stepped up to the plate when there has been a disaster, and we are hoping the citizens of this county can count on us to help. The County is also reaching out to other medical professionals such as retired physicians, dentists, respiratory therapists and other related professions.

We are hoping we can count on many of those in our profession. In order to help, please go to ReadySLO.org and click on the tab “Alert: we need qualified volunteer and medical professionals, learn how you can help.” You will be asked to walk through the questionnaire to put your name and contact information on the list.

Here are the steps, as outlined on the website:

1. Complete a profile on the California Disaster Healthcare Volunteers site.
Note: Make sure to choose "San Luis Obispo County Medical Reserve Corps" as your
Unit Affiliation

2. Contact the MRC Coordinator at [email protected] and let them know that you applied.
Visit the SLO County Public Health page on Medical Reserve Corps for more details.
County of San Luis Obispo Government Center
1055 Monterey Street | San Luis Obispo, CA 93408 | (P) 805-781-4337 | (F) 805-781-1350 [email protected] | slocounty.ca.gov

3. Complete a background check
Once you have registered on the California Disaster Healthcare Volunteers page and contacted the MRC Coordinator at [email protected], they will provide you with paperwork to authorize SLO County to run a complete criminal and s*x offender background check on you.

4. Final Paperwork, ID and Oath
Upon completion of your background check, the MRC Coordinator will contact you to schedule an appointment for you to complete orientation.
The Orientation Process includes: Signing a MRC Code of Conduct form, a HIPPA form, taking a photo and receiving a photo ID badge and take the Disaster Services Worker Volunteer Oath.

It is as simple as that and we could really use your help, and the help of any of your staff, around your schedule, of course.
Additionally, if you have any personal protective equipment such as gloves, masks, or gowns you could donate, please let us know that too.

Thank you again for helping your community prepare for what is to come.

Respectfully,
Kimberly Berg, DVM, Five Cities Veterinary Hospital
Gerrit Berg, DVM, Five Cities Veterinary Hospital
Jeff Hall, DVM, President of Mid-Coast Veterinary Medical Association
Lynn Compton, Supervisor, San Luis Obispo Co., District 4

What does the San Luis Obispo County “shelter in place” really mean for my veterinary clinic?

As of 3/19/2020 at 5pm, San Luis Obispo County has issued a “shelter in place” directive for at least the next two weeks, and possibly longer. Residents are allowed to leave their homes for essential services, and in the United States this includes veterinary clinics.

Recommendations are being made for veterinarians to conserve their Personal Protective Equipment (PPE), as supplies may run low in the human health field. With this intent, the recommendation has been to cancel all elective surgeries at this time, such as routine dental cleanings and spays and neuters. Generally, if the pet is not in acute pain, the scheduled surgery/procedure can be postponed.

Many of the veterinary clinics are additionally taking measures to prevent exposure to staff. Having clients wait in the car and calling the clinic when they arrive is one strategy that clinics are using. A veterinary clinic employee may then go outside to bring only the pet indoors, doing their best to maintain the recommended 6 ft of social distancing from the client. Further, by using 1 or 2 hospital leashes to restrain the pet, employees won’t need to handle client’s leashes.

After the pet’s exam is completed, the client can be called on their cell phone from the veterinary clinic and findings discussed and treatments suggested. Billing is completed by taking credit card information over the phone by CSRs. Continuing good hand washing, disinfecting of surfaces and use of hand sanitizer is also imperative.

For euthanasia appointments, limiting 1-2 clients from entering the clinic, ideally through a side entrance, is a consideration. IV catheters can further be placed in hind legs, if routinely used, to maintain social distancing.

There is still some debate around wellness visits and if this constitutes essential services during this “shelter in place” directive. Some veterinary clinics are canceling all wellness visits entirely while others are currently accepting wellness appointments, provided they do not require additional use of PPE.

The MCVMA sends out all our best wishes to our veterinary members and veterinary staff during this trying time. As many of you are aware, we have had to cancel our CE for both March and April. Please reach out to us if we can help with any of your questions or concerns, and remember our MCVMA Private Facebook Site is another place to reach out, especially if you are feeling isolated and anxious, as many of us are.

Stay Healthy!
Sincerely,
Louisa Cammidge, MCVMA VP
