POLICE DEPARTMENT
ANIMAL CONTROL OFFICER
The Town of Gorham is accepting applications for the full-time, non-union, position of Animal Control
Officer. The hourly wage range for this position is $22.14 to $26.45, depending on the successful
candidates training, education, and experience. Additionally, the Town of Gorham provides its
employees with a comprehensive benefit package.
The Animal Control Officer performs specialized work in the enforcement of ordinances and laws
pertaining to the regulation and control of domesticated animals as outlined in the Maine State Animal
Welfare Program. The Animal Control Officer works with the public to acquire voluntary compliance,
issuing summonses and testifying in court, as necessary. Work is performed in accordance with
departmental rules and regulations with new assignments accompanied by specific instructions. Regular
assigned duties are performed with a considerable amount of independence. The Animal Control Officer
operates under the general guidance of the Police Chief and the direct supervision of the Chief’s designee.
DUTIES AND RESPONSIBILITIES:
a. The Animal Control Officer is charged with ensuring compliance with state law and local ordinances
relating to dogs and other domesticated animals.
b. Investigate complaints concerning the regulation, licensing and control of dogs and other domesticated
animals.
c. Impound loose domesticated animals as provided by state law and local ordinance.
d. Determine if any state statues or local ordinances have been violated and take appropriate actions.
e. Issue summonses/citations to animal owners, and appear as a witness in court, if the circumstances
require such action.
f. Rescue or aid in rescue of trapped, wounded, sick or injured animals, only if properly trained and
equipped.
g. Must have flexibility regarding time management, be available to work a full-time work week, and be
available on an on-call basis to respond to animal control type situations and / or emergencies.
DESIRABLE EXPERIENCE, TRAINING AND SKILLS:
a. Knowledge of federal, state, and local constitutional laws, statues and ordinances.
b. Ability to understand and carry out department orders and directions.
c. To be or to become skilled in the matters of investigating animal control complaints.
d. Ability to work effectively with the public.
e. Familiarity with the functions of other departments of the Town of Gorham.
f. Must interface effectively with department personnel, other members of town government, the public,
and with state authorities.
g. Must be in good physical condition.
h. While performing the duties of this job, the employee is frequently required to sit and talk or hear, use
hands and fingers, to handle, feel or operate objects, tools, or controls; and reach with hands and arms.
i. The employee shall be trained and must meet state and department training and certification
requirements surrounding the carrying of non-lethal defensive equipment (ex., expandable baton,
chemical spray for animals) as appropriate.
REQUIRED EDUCATION & EXPERIENCE:
a. A High School graduate or G.E.D. equivalent.
b. Maine State certification as a Certified Animal Control Officer or the ability to obtain such certification
within six (6) months of employment.
ESSENTIAL JOB FUNCTIONS:
a. Must hold a valid Maine Driver’s License and be insurable in a normal risk pool.
b. Must be able to work weekdays and occasional evenings and weekends.
c. Must be able to work under stressful to extremely stressful conditions.
d. Must be able to meet and maintain an effective relationship with members of the public.
e. Must be able to walk, talk, listen, stoop, reach, and lift up to 30 lbs.
f. Must have normal vision and be capable of using telephones, computers, and all technology normally
used in police cruisers.
g. Ability to complete a pre-employment background check and polygraph examination.
