Reminder, applications are due TODAY!
Please note counties may have had earlier deadlines.
Each county may nominate one outstanding 4-H Horse Program member for this award.
This award is to recognize an outstanding 4-H member active in the 4-H horse/horse science program. Emphasis is on the member and his/her participation in the horse program, plus his/her leadership and impact on club, county, and community in general.
The award was named to honor a longtime volunteer, Dr. Scott McAllister of Centre Hall, PA who has spent a lifetime giving to the horse programs in Pennsylvania. He values the 4-H program as a place for youth to develop communication, leadership and horse skills.

The American Horse Council and the Coalition of State Horse Councils are seeking individuals for the possible formation of state horse councils to help with grassroots advocacy. AHC President, Julie Broadway stated, “As you can imagine, there are often state legislative/regulatory issues that we need resources residing in the state to help us gain intel on and/or help us advocate for change.”

Your Action is urgently needed!
AB1909 is a CA bill which will amend the vehicle code to allow class 3 electric bikes to be considered the same as Class 1 and 2 bikes. This would allow class 3 bikes which are faster (28mph legally, more if altered) and more powerful "or any class of electric bicycle on an equestrian trail, or hiking or recreational trail."
It also states that "The local authority or governing body of a public agency having jurisdiction over an equestrian trail or hiking or recreational trail, may prohibit by ordinance the operation of an electric bicycle or any class of electric bicycle on that trail." It also prohibits a jurisdiction from requiring any bicycle to be licensed.
This bill DOES NOT APPLY to National Forests, BLM Lands or National Parks. It DOES apply to State Parks and State Recreational Sites.
What does this mean for BCHC? - If you ride or work in a State Park or State Recreation area you will see all classes of electric bicycles on the trails. It means that in order to prohibit electric bicycles, the State Park or Recreation area must pass an ordinance to prohibit them. It means that in order to keep out these high speed class 3 electric bicycles, each individual State Park or Recreational area must be lobbied to do so.
What can BCHC Members Do? - Write your local State Senator stating that you believe class 3 electric bikes are a danger to equestrians and hikers and should NOT be allowed in any State Park or State Recreation Area. They are fine in cities with sidewalks and bike lanes, but they are too fast for backcountry trails.
Please try to contact your Senator ASAP as they reconvene on August 1, 2022 and tell them: you object to including class 3 e-bikes to the California Vehicle Code, remove the reference to equestrian trails, hiking and recreational trails so they would not be including Class 3 electric bikes, and would like State Parks and State Recreation areas to be excluded from this bill.
Thanks for any help you can give.

BCHC Vice President, Public Lands

Heat and humidity have returned to the Midwest! Horses can acclimate to hot and humid weather conditions; however, air temperature and relative humidity can affect your horse’s ability to cool themselves.
It is recommended to avoid (or use caution when) riding or exercising a horse when the combined air temperature (in Fahrenheit) and relative humidity (%) surpass 150. For example, if the temperature is predicted to be 92 F with 69% relative humidity, the combination of the two is 161.
When the air temperature + relative humidity is less than 130, horses are very effective at cooling themselves. Between 130 and 150, a horse’s ability to cool themselves is decreased. When the combination is greater than 150, a horse’s ability to cool themselves is greatly reduced, and if the combination is greater than 180, conditions could become fatal if the horse is stressed.
