ANNOUNCING OUR NEW BOOK: TEXAS ANIMAL LAW ANNOTATED (2022 Edition)

Our new publication, TEXAS ANIMAL LAW ANNOTATED (2022 edition), is designed to provide a compact compilation of the Texas statutes believed to be most relevant and useful to the study and knowledge of animal law in Texas. It is 952 pages in length in addition to an index and table of contents. (The book does not cover federal, county, municipal or other local laws.)

The book was compiled under the direction of Joel Hailey, Past Chair of the State Bar of Texas Animal Law Section and Past Vice Chair of the State Bar of Texas Council of Chairs. The commentaries that follow many statutes were provided by Joel Hailey, P.C., law school professors and animal law writers.

STOP THE CRUELTY:
Oppose Texas BioMed $10M Funding from City
Feb. 3, Thursday, San Antonio

Hello Advocates,

As you may know, after 150 baboons at the Texas Biomed facility had fingers, toes, and portions of their tails amputated as a result of frostbite due to inadequate care, animal advocates were recently successful in stopping the city from giving $11 million dollars to Texas BioMed through the city's bond process. It was a historical win and the public comment and in person attendance of representatives of the Foundation and other groups at those bond meetings are the ONLY thing responsible for that victory.

Sadly, the city has bypassed a public engagement process and stunned us all this week when they announced they are recommending that BioMed receive $10 million from the city's ARPA (American Rescue Plan Act) money.

The city council will vote on this plan Thursday, Feb. 3 at 9:00AM at city council. Your voice matters now more than ever. Let's show the City of San Antonio that they can't ignore animal welfare concerns from their constituents! If you can be there in person, that would be INCREDIBLE. Here are the action items we need you to take:

Join advocates at City Hall on Thursday, Feb. 3 at 9:00AM to SPEAK against this proposal. You can sign up to speak on agenda item #4 and simply say, "I live in San Antonio and I am opposed to the city giving money to fund animal cruelty at Texas BioMed." That's it!
Join us and DON'T SPEAK. Just sit with the group of advocates with signs and show the power of our animal welfare community so city council knows we are watching and paying attention. Every single body in the audience makes a statement. There will be signs available to hold if you wish!

We know this is a lot to ask of you, but thousands of primates are currently suffering while in testing at Texas BioMed. The proposed funding would fund that work and help them expand their research facility to own, breed and sell even more of these amazing animals.

On Thursday, the Honorable State Rep. Leo Pacheco (Democrat--House Dist. 118) will discuss his plan to re-introduce a bill prohibiting the chaining of dogs and regulating tethering in Texas if he is re-elected in 2020.

The presentation will occur at our annual fall banquet which commemorates World Farmed Animals Day (RSVP is required--see below). The event will feature both Pacheco and the Honorable State Rep. Steve Allison (Republican--House Dist. 121) who co-authored HCR 77 to make the shelter pet the official state pet. The legislators will discuss their views on improving animal cruelty laws affecting pets, horses and livestock animals.

Please join us and other animal groups for this dinner at 7:00pm, Oct. 10 at the banquet room of India Palace on 8474 Fredericksburg Rd. @ Wurzbach Rd. (northwest San Antonio, north of Loop 410).
