This bill will not only effect breeders but owners. I posted oer a year ago about AKC passing simulator restrictions. If you own a K9 on their list that is over 6months and not altered they will charge you extra fees and give your information to the state so they can also charge you for owning a breeding K9.

Florida's Ron DeSantis says he wants to Protect Puppies by enacting new laws. Here's why anyone that loves animals in Florida needs to voice their opposition!
Here is what is proposed:
1. Create “best practices” for ethical dog breeding
2. Direct DBPR to license dog breeders
3. Create a hotline to report abusive breeders
4. Require pet stores to assist shelters before selling dogs
5. Increase penalties for animal abuse in front of a minor
That all sounds great right? That's what they want you to think. This is how they get the general public to buy in and move the goal posts against breeders. Let's break these down.
1.Define "best practices." Each breeder, their breed club and their registries already define these practices based on their individual breeds. All breeds are not created the same. What is best for one breed is not best for another.
2. License Dog Breeders ~ If you sell more than 2 litters or 20 dogs per year → the state of FL considers you a “pet dealer.”
That's right, just 2 litters a year. So if you have 3 girls, you will have to have a license. Even if your 2 litters only produce 4 puppies, you will have to get a license. This just adds additional regulations on small hobby breeders.
3. A hotline to report "abusive" breeders. Everyone thinks something is abuse. Have your dogs crated, get ready for your neighbor’s to call. Leave your husky out in the cold, call. Beat someone at a show, call. Don't sell someone a puppy, call. Use a tool on your dog during training, call. You see where this is going....
4. Require stores to help shelters. While we all agree that no one should be buying dogs from pet stores, just legislate that. Just make it illegal to sell all animals at pet stores. Educate people as to why they need to shop with responsible breeders of all animals.
5. Increase penalties for abuse in front of minors. Again, define abuse. Is using tools during training abuse? This moves the goal posts on breeders and leads to things like children being exposed to breeding, whelping, or even every day care that dog breeders give. While we all agree children shouldn't be exposed to any abuse, the definition of that word is going to vary based on experience and knowledge level of the dog breeding industry.
WHAT CAN YOU DO?
If you live in FL and love a dog, you MUST have your voices heard! Calls, yes calls, to your representatives. These calls must be logged. You don't have to say much, I'll put a script in the comments. Only the people with the largest voices get heard. Don't allow more restrictions on good breeders! THIS IS A CALL TO ACTION FOR ALL DOG LOVERS IN FLORIDA
