On August 1, 2024, new regulations from the Centers for Disease Control (CDC) will go into effect regarding the importation of dogs and cats into the United States.

The new rules have been received with great concern about the impacts they will have on low-risk importations, particularly on fanciers and breeders who regularly cross the U.S.-Canadian border. While the CDC did announce this week some revisions regarding bringing dogs over 6 months of age into the U.S. from low-risk countries, AKC continues to be concerned with the disproportionate impacts the new rule will have on low-risk importations for dogs between 4 and 6 months of age.

AKC has been working with numerous groups and communicating with the CDC to address concerns. However, the most important thing that fanciers and breeders can be doing is to contact the CDC and members of Congress to respectfully share your concerns.

To assist with this, AKC is offering a new sample letter that can be personalized and sent to help you communicate on this issue. We encourage you to use this letter, and share it with your fellow club members and breeders, to ask the CDC and Congress to consider the implications of the regulation on responsible dog owners and personally-owned dogs.

Things New Sport Handlers Should Know about IGP/IPO/SCHUTZHUND:

1. Know what you're getting into. It's a 3-phase sport (tracking, obedience, protection). It takes sweat, blood, tears, frustration, excitement, goof ups, laughs, commitment, and time to get your dog anywhere in the sport. How much time and effort you put into your dog will be what makes or breaks your dog for the sport.

2. Pick a breeder that is successful (currently training and trialing) in the sport you want to compete in. A breeder who knows how to pick the right puppy for the right home. Not every puppy will be a great sports prospect, but they should be able to help you along the way.

3. Do not go to a breeder asking for a national level dog if you haven't put any titles on a dog or have only done bare minimum titles. Making it to an IGP 1 is hard, a 3 much harder. Prove you can do that first. You must be willing to put in the work.

4. Do not blame your breeder for your shortcomings. If you are new to the world of sports, it is completely possible you are dampening your dog's drive. Which is to be expected with new handlers.
Instead of messaging the breeder about the puppy/dog lacking drives, being a dud, or wanting to wash the dog, send videos of you working your puppy and see if they have any advice on how you guys can improve as a team. No one wants the dog or you to fail.

5. Find a club/decoy/friends that train for the same sport. People who support and help you will get you much farther than doing it on your own. Having friends/spotters helps SO much. Even if you prefer to train alone, having a spotter will make a world of difference. They will catch things that you're doing that you just can't when you train by yourself. They can help you problem solve, be your support team, cheerlead with you, be part of your team.

6. If you want to do IGP, find an IGP decoy. A decoy who trains police k9s or for other sports won't train your dog the way it needs to be trained and they usually want much different kinds of dogs.

7. Use a helper who can train obedience if you want to be successful.

8. Do not wash a dog on one person's negative view of your dog, especially if they only like a certain kind of dog or they don't train/compete for the sport you want to compete in. A lot of dogs are slow to mature into drives, that is okay. Give them time and seek out different opinions if needed.

9. Do not be afraid to ask questions! If you're not understanding why the trainer/decoy is doing something, ask. If you need help teaching or fixing a behavior, ask. The majority of people have no problem explaining and helping in any way they can.

10. Be open to training advice and criticism. You won't know everything; you will never know everything. Shut up and listen. Take what you like and ignore what you don't. Be coachable.

11. Expect to get questions. If your new and someone asks why you're doing something the way you are, don't attack them, explain why you're doing it and if they have a better suggestion, take it into account.

12. Expect to make mistakes and be okay with that. There will be things that will need to be re-taught or problem solved, that's part of the process.

13. You MUST work your dog at home. Working it only on club days will not have you guys progressing at a good speed.

14. Keep sessions short, 5 to 10 minutes with a very high reward history for every exercise. The more fun you make the exercise the more your dog will want to repeat it.

15. Take your time but work your dog. If you want to compete, put foundations on your dog. Work on engagement, shaping exercises, teaching the dog to learn. But don't rush and don't put a lot of pressure on your dog too young. Enjoy the journey.

16. Do not compare your dog to someone else's dog. Whether it's a sibling, the same age, a friend's dog, don't do it. Every single dog and handler learn things at their own speed and each team will dedicate different amount of time and knowledge into the dog. It's not fair to you or the dog.

17. Do not get another dog until your current sport dog has the right foundation. I recommend at least 18 months between dogs. That way you're not trying to teach everything to two or more dogs at one time. (This also applies for pet homes. Get your one dog trained up, then bring in another dog.)

18. Even though it's a very hard sport, it's still supposed to be FUN for you and your dog. Don't forget that.

Be kind to yourself and your dog. This is not a fast journey, enjoy the entire way.

American Kennel Club Government Relations (AKC GR) staff have met with staff of the United States Centers for Disease Control and Prevention (CDC) as well as key members of Congress to discuss the CDC’s recently finalized rule on the importation of dogs. AKC continues to be concerned with the disproportionate impact the new rule will have on low-risk importations, and shares in the concerns of fanciers and breeders who regularly cross the U.S.-Canadian border for canine event participation, veterinary care, and breeder collaboration. Nevertheless, AKC believes the most efficient means of achieving additional regulatory change is by working with CDC staff to share concerns, keeping members of Congress informed, and helping craft solutions that will address the concerns. AKC extends sincere thanks to CDC and Congressional staff for their time and consideration of these concerns. Click here to learn what you can do.



Because of the amount and volume of concern shared by dog owners or other importers (like professional handlers) who regularly cross the U.S.-Canadian border, CDC staff summarized what will be needed to import a dog from Canada (and any other canine rabies-free or low-risk country):

Dog must be at least six months old;
Dog must have an ISO-compatible microchip;
CDC Dog Import Form (See more below.)
A government-endorsed written form documenting that the dog has resided or otherwise been only in countries that are classified as free of canine rabies or low-risk for canine rabies. (See more below.)
Dog must appear healthy upon arrival.
About the CDC Dog Import Form

There has been much worry shared with AKC and CDC about the CDC Dog Import Form, particularly since it has not yet been made publicly available. CDC staff explained that the form appears similar to another form they currently use, and they remain concerned that releasing it will create confusion about what form is needed on what date. CDC plans to release the new form in mid-July to best reduce the chances of confusion and allow access for upcoming importations.



CDC staff made several points about its new Dog Import Form:

There is no cost for submitting the form.
The form will take approximately five minutes to complete.
A completed form/receipt may be printed or made available on a mobile device.
A photo of the dog to be imported is a required part of the form.
The dog’s microchip number is also a required part of the form.
The form must include the location where the dog will cross into the United States, which can be any airport, land border crossing, or seaport.
A successfully submitted form is valid throughout the day it is submitted for. In cases of multiple land border crossings in a day, submitting multiple forms will not be required.
A dog must arrive at the location listed on the Dog Import Form receipt to complete the importation.
CDC staff also emphasized that the Dog Import Form will be the tool used to learn the actual number of dogs imported into the United States. This is of great importance, as the actual number of importations has only been estimated in the past. Additionally, the form will help CDC understand additional regulatory needs and possible future exceptions to the new rule.



About Government-Issued Documentation That a Dog Has Only Been in Canine Rabies-Free or Low-Risk Countries

CDC emphasized that several of the forms that may be submitted may be valid for the same amount of time that a dog’s rabies vaccination is valid (i.e., in the case of three-year vaccines, during that three years). In such cases, owners will not need to complete a new form or health checks for importation during that time as long as the original form is provided upon entry, and as long as the dog has only been in rabies-free or low-risk countries. These forms include:

The Certification of U.S.-Issued Rabies Vaccination (for live dog re-entry into the United States) This form would need to be completed by a USDA-accredited veterinarian before the dog initially leaves the United States.
A valid USDA-endorsed export health certificate that documents the dog’s age (at least six months) and microchip number.
If the certificate documents a valid (unexpired) rabies vaccination given in the U.S., this form will be valid for the duration of the rabies vaccination (1-3 years).
If the certificate does not contain rabies vaccination information, it must list the rabies-free or low-risk country from which the dog is returning. Under this circumstance, the certificate will only be valid for 30 days.
Or for dogs that do not have either of the above, the Certification of Dog Arriving from DMRVV-free or Low-risk Country form (instructions). This may be the most convenient option for Canadian owners and fanciers. This form will be valid for multiple entries into the U.S. for the duration the rabies vaccination is valid (1-3 years) if it contains information about the rabies vaccination administered in a rabies-free or low-risk country.
If this form does not contain rabies vaccination information, it will be valid for a single entry into the U.S. and only for the 30 days after the form was issued.
AKC Reiterated Strong Concerns with the Increase in the Minimum Age for Importation

AKC staff challenged the increase in the minimum age a dog may be imported. AKC suggested that there is real value in allowing the importation of puppies at four months of age, if fully vaccinated and having only been in a rabies-free or low-risk country. These benefits include puppies bonding with new owners, training, and veterinary care. AKC reiterated that allowing the importation of these personally owned puppies (which is still permitted until August 1, 2024) has not proved to present an increased risk in disease introduction or transmission.



CDC staff noted AKC’s concerns. CDC also spoke to two importation problems it continues to deal with: Unscrupulous importers that try to falsify health paperwork (which they continue to see attempted on a daily basis), and that it currently has no way to distinguish the importation of personally owned dogs from the importation of dogs imported for commercial reasons. However, CDC also expressed their openness to hearing ideas on adjustments to the rule that may be needed, and recognized that there are more issues that may need to be discussed.



The new import/entry requirements will go into effect as scheduled, on August 1, 2024. However, respectful communication with CDC and your members of Congress will play an important role potential future exceptions or enforcement flexibility. Click here to help impact future policy changes.

On August 1, 2024, U.S. Centers for Disease Control and Prevention (CDC) will implement new restrictions and requirements for the entry of dogs into the U.S.

The American Kennel Club (AKC) recognizes the serious health threats posed by the recent, continuing import of unhealthy dogs using fraudulent veterinary/import paperwork, and supports CDC’s intention of protecting the public from serious health risks. However, we remain concerned that banning the import of all dogs younger than six months of age is overly burdensome to responsible and law-abiding dog owners who do not present this risk.



AKC Government Relations (GR) staff have met with CDC staff as well as key members of U.S. Congress regarding the CDC’s recently finalized rule on the importation of dogs. AKC the shares the concerns of many responsible dog enthusiasts about the disproportionate impact the new rule will have on low-risk entry/importations, including those that regularly cross the U.S.-Canadian border for canine events, veterinary care, and breeder collaboration.



Anyone planning to bring a dog into the U.S. in the near future should familiarize themselves with upcoming import policy changes.



However, there may be opportunities to positively impact this policy in the future. Here’s what you can do:



Please continue to respectfully express your concerns to the CDC and to your members of the U.S. House and Senate. Congressional outreach is particularly valuable if you live in states that are close to the U.S./Canada border.

Share your messages in personalized, individual emails, calls, or letters in which you represent your own situation or that of your club.
Tell your story about how it negatively impacts you and your colleagues, events, etc. as responsible dog enthusiasts.
Ask the CDC to work with the American Kennel Club and other organizations that represent responsible dog owners to consider exceptions for personally-owned dogs that can demonstrate little risk of canine rabies.
Other points you may wish to include:

The final rule disregards the difference in risk profiles for personally-owned pets and dogs intended for transfer.
The proposed rule for comment included exceptions, potentially reducing comment, but the final rule provided no exceptions.
There is little risk from fully vaccinated puppies from low-risk countries entering the U.S. at four months of age.
