SOS Pets of Ouachita seeks to raise tax-deductible private donations to construct a new shelter, to replace the existing 1950’s Ouachita Parish Animal Shelter facility. This facility remains in use today and has evolved into an open-admittance facility with an annual intake of ~6,000 animals per year, serving multiple regional parishes, with minimal surrender fees per type of animal. In early 2017

after reports of newborn puppies freezing to death in the shelter, a group of private citizens formed the nonprofit organization, SOS (Save Our Shelter) Pets of Ouachita, with its primary goal of privately funding a new public shelter, to replace the existing facility. From an initial deposit of $1.00, today's cash, in-kind donations and pledged funds have grown to over $1M, with a median private contribution of $20. Due to overwhelming community support to build an all-new animal shelter at a new location instead of piecemealing at the existing undesirable location, the SOS Pets Board of Directors sought and secured 5 acres of donated land to build the new facility. Please help if you can! 100% of the proceeds go to the Shelter Fund. This is a labor of love, and all our time is donated to this cause.

The Ouachita Parish Police Jury agreed Monday to consider a property owned by the University of Louisiana (UL) System for the new location of the Ouachita Parish Animal Shelter.

Shelter Location Clarification – 5/16/24

There appears to be misinformation regarding the new shelter location. Please refer to our update from 5/8. Here is additional information.

- The OPAS Advisory Committee spent over a year evaluating numerous properties, when the original goal was 60-90 days after the approval of the tax measure. No one anticipated finding a site would be so difficult.

- In the interest of getting the project started, the OPPJ accepted the Advisory Committee's recommendation. They have a fiduciary responsibility to be good stewards of taxpayer funds by providing the new shelter in the most economical, practical and timely manner possible.

- Regarding the Ellington Road site, there is no intent to “cheapen” the overall project by repurposing existing buildings for storage, offices, laundry, etc. Our understanding is that the animal sheltering facilities will all be new.

- The donated property that SOS Pets owns is not an option. Without getting into the details, it would be too costly and take too long to gain access, before any construction at all could take place.

- Regarding the existing site, this was not considered since the goal was to find an all-new site. It is unclear if this is a viable option.

- Contrary to some suppositions, there is not a preference regarding which side of the river the shelter is located. Numerous sites all over the parish have been considered.

- These were the attributes considered for a new site:

o Centrally located within the parish
o Minimum 3 acres, preferably at least 5 acres
o No close proximity to a residential area for noise considerations
o Public utilities including water and sewer readily available
o Desired ~5 minutes of I-20, with frontage/ high visibility a plus
o No-flood zone
o Inviting to the public as a quality-of-life attraction, so that human-animal interaction is actively encouraged

Unless an alternate site is identified quickly as a possibility, please realize that this project cannot continue to be dragged out much longer, if at all.

Shelter Update, 5/8/24

On Monday, 5/6/24, The Ouachita Parish Animal Shelter (OPAS) Citizen Advisory Committee recommended to the Ouachita Parish Police Jury that they begin the process of purchasing property off Winnsboro Road in south Monroe for the purpose of building the new shelter, which the OPPJ approved.

In March 2023, Ouachita Parish voters approved a tax measure to complete funding for the new shelter. Prior to that from 2017 through 2023, SOS Pets of Ouachita had already raised some $1.5 million in private funding for this purpose, but it wasn’t enough to build the planned facility. (Our fundraising efforts stalled because of Covid-19 as well as the failure to secure capital outlay funding. Additionally, the donated land in West Monroe was unable to be used since the promised access was revoked.)

Immediately after the public funding measure was approved, the OPAS Advisory Committee set a goal of 60-90 days to locate a site for the shelter. Now, 14 months later, with two dozen sites falling through for one reason or another, and a need to get started on the shelter, the Advisory Committee decided to move forward on the south Monroe property. Pending appraisal and other contractual requirements, a resolution will be put forth before the OPPJ at an upcoming meeting to vote to purchase this property.

We at SOS Pets of Ouachita understand the need to start building the new shelter. However, a key aspect of our mission statement has been to “provide a modern shelter that encourages active community involvement.” Our concern is that this portion of our mission will not be achieved at this location. We preferred to continue evaluating other sites (which were still being proposed at the time of the vote Monday night), but there was no appetite to continue to drag this process out. We certainly can appreciate the Committee’s and Police Jury’s interest in spending the taxpayer funding in a timely and prudent manner for a much needed and highly anticipated new facility.

Therefore, if this is what the voters want, and in the interest of providing the new shelter with no further delays, we will support the project so that our displaced parish animals no longer must wait for a more comfortable facility. We will work with the OPPJ per a new cooperative endeavor agreement (to be developed) and will apply our donated funds to aspects of the shelter as agreed to by both the OPPJ and the SOS Pets of Ouachita Board of Directors. In the meantime, our funds remain 100% secure, privately held, and earning interest.

If the public prefers that additional time be taken to evaluate other sites, contact your police juror before the sale goes through.

Shelter Update 1/17/24! Many of you have asked what is going on with the new shelter construction, and why it’s taking so long! It’s not a quick & easy explanation, but here goes:

Background - SOS Pets of Ouachita started raising private funds for a new shelter in 2017, and by 2021 had enough money to build an adoption/sheltering facility on a donated site within a mile of the existing facility. We didn’t have enough money to also build a new intake facility at that time. (The pandemic was in full force, and donations were down.) In that scenario, due to the proximity to the existing facility, the new sheltering & adoption facility would have been built on the new site, while intake operations would have continued at the existing site. When additional funds were raised later for a new intake facility, all operations would have been moved to the new site. It was not an ideal plan yet would have been an improvement for the animals; however, it all fell apart anyway when we were later denied access to the donated site.

2023 – Present - In March 2023, voters approved a millage increase to complete funding for construction and operations of the new shelter. Since then, we have worked closely with the OPAS Advisory Committee to locate a new site and make recommendations to the OPPJ for a new site. More than a dozen sites all over the parish have been evaluated. An announcement was made to proceed near the WM Rifle Range, but after further review, it was deemed cost-prohibitive to develop the site. Currently, we may be very close to another site, but we are not at liberty to reveal that site, nor do we want to give false hope yet again until it’s confirmed.

There have been many questions about the existing site. The existing facility is not a viable option for upgrade and would have to be demolished, but that itself does not take it off the list for consideration. The site is largely used by Public Works, but there were discussions of “partitioning” the two operations with a wall, giving PW most of the site except for the back part. It didn’t fit the desired “park-like” features for walking trails, a dog park, etc., but many concessions have since been considered in the interest of getting the shelter built. Consequently, there are neighbors who object to having any new animal sheltering structures erected at the site. Everyone felt that an all-new, welcoming location would be in the best interest of all concerned, which is the path we’ve chosen in the interim. Also note that since tax dollars are now also involved, these decisions must be approved by the OPPJ. Our funds remain safe and separate from public funds.

In the meantime, since funding is secured, SOS Pets has elected to use a portion of monthly revenue generated by charitable gaming operations (as well as additional fundraisers) to help OPAS and associated rescues by donating pet food, cat litter, cleaning supplies, stainless steel kennels, dog houses, fans & evaporative swamp coolers, reimbursement for limited TNR cat spay/neuter surgeries, etc. We also foster animals and help transport them to their rescues. However, our retained cash assets and private donations will be used for the new facility, largely in the form of sponsored areas and premium upgrades.

This has been a very difficult path to navigate which has required a long-term commitment from an all-volunteer team. We are so proud to have sparked the effort which has gotten us to this point that will in fact end with a brand-new Ouachita Parish Animal Shelter! We are beyond grateful for our faithful supporters who have stood by us through it all!

These dogs were at the Ouachita Parish Animal Shelter as of 12/31/23. Some are available now, some may still be on hold and available soon, some may be "rescue only" due to their young age, some may have owners who will be coming to claim them, some may not be available due to pending animal cruelty charges, etc. This is a public shelter that takes in many animals each week, consider them all urgent.

If you are interested in one of these dogs, the best option is to go to the shelter...you can also call but they are not usually near the phone during the day.

Please like and share this page, I Vote for the Voiceless. We need leaders who recognize that homeless and abused animals are worthy of support.

There has been some progress made, in that Ouachita Parish will be getting a new shelter, which is wonderful. However a new shelter will only house so many, not the 6,000/year with no homes nor rescues to go to. They will still die, just a more humane death.

Our leaders need to recognize the problem and take action. Rescues and volunteers CANNOT do this alone, and they are fighting a losing battle. Leadership matters. Your vote matters.

We are so excited for our neighbors in Ruston as they prepare to unveil their new shelter! We are also thrilled that Ouachita Parish will be NEXT to get a new shelter, as we raise the bar for southern animal shelters!

SOS Pets of Ouachita, a registered 501(c)(3) nonprofit organization, started a campaign back in 2017 to raise private funds to build a new shelter. We started with a $1 deposit and have raised nearly $1.5M, with a median donation of $20. ALL of these funds are safely held by our nonprofit, with ZERO overhead: This all-volunteer team has given literally thousands of hours of their own time for this labor of love.

We did unfortunately lose some momentum with the advent of Covid and its ripple effects. However, our faithful Ouachita residents refused to let this effort fail and approved a slight millage increase in March to complete construction and provide for ongoing operational support. This funding, combined with our private funds, has closed the gap and we ready to build! BUT, we have struggled to find a suitable location. (The prior donated site fell through as an option.)

To approve a site, we are actively working with the OPPJ, the OPAS Advisory Committee, and our architect. Conceptual plans are drawn and will be customized to the site. This process should be completed before this fall.

Thank you Ouachita Parish for your patience and support while we have navigated this process! Our voiceless and innocent animals deserve the absolute best, and SOS Pets of Ouachita is so proud to have led the effort to make this dream a reality!

We are thrilled 🥳 to be able to provide these 6 stainless steel cages to Ouachita Parish Animal Shelter - OPAS! They will be used in the current cat house for nursing moms, and will eventually be used at our *NEW* shelter!

At less than half the retail price, we will always be good stewards of our funds, while addressing both current and future needs of our Ouachita homeless pets!
