Most dogs start to feel cold when the temperature drops below 45°F (7°C), with smaller dogs, thin-coated dogs, puppies & senior dogs being particularly susceptible at this temperature; once temperatures reach below 20°F (-7°C), all dogs are at risk of hypothermia/frostbite.
