Penelope needs your help!
This sweet girl has been traumatized! We have had several fosters attempt to help her, but improvement has been slow. She hasn't shown any signs of aggression but she's extremely fearful of people. Her current foster is ready to bring her back to the shelter but we fear she will mentally decline if brought back again. Penelope needs a quiet home with a family that has the time and patience to help her recover and gain trust in humans again. If you can help, please contact the shelter!
