Dear SAEF Members

We would like to thank each and every one of you for your patience and understanding during the past 2 months of lockdown. We are grateful that the first steps to normalising our sport have started.

With the announcement made by the Honourable President Cyril Ramaphosa, that South Africa will be going to Level 3 of the lockdown on 1 June 2020, the equestrian community can rejoice in the impact this will have on our industry. The relaxations regarding exercises and businesses have now been confirmed by Min Dlamini-Zuma during her address to the nation earlier today.

The relaxation brings about that:
- Members may go out and exercise their horses at any time of the day between 06:00 and 18:00
- Businesses may re-open e.g. stable yards and riding schools at the discretion of the owner
- One on one lessons may go ahead

Permits will no longer be needed.

Details regarding equestrian shows and events will be released next week by the Minister of Sport and Recreation.

It is imperative to note that all Health and Safety Regulations related to Covid-19 remain intact.

When going to exercise your horse, please:

- Respect the stable yard, its owners and the grooms who look after your horses.
- Do not go to a riding facility if you show any symptoms of COVID-19, or who if you have been exposed to a person with symptoms of COVID-19 (cough, shortness of breath, or fever).
- Stay 2 metres apart from other individuals and do not congregate.
- Wear a face mask while on the premises.
- Wash your hands with hand sanitizer when entering and leaving the stable yard.
- Tack your own horse up and ensure that the tack is wiped down after riding.

At level 3 of lockdown, stable yards may re-open, but it is the prerogative of each stable yard owner to open or not.

Stable yards must however, adhere to all the guidelines set by the Department of Health. This includes screening of temperatures, ensuring hand sanitizer is available, keeping a compliance register, scheduling riding sessions sensibly to prevent gatherings and complying to all the other guidelines set out by the Department of Health.

Lessons may start on a one on one basis. Instructors need to follow the same stringent health and safety regulations.

LETTER TO OUR MEMBERS

Dear Equestrians

Firstly, we would like to thank our members for being so well disciplined and acknowledging the severity of the situation the country is facing with COVID-19. Your patience and understanding are highly appreciated.

Whilst the SAEF Executive committee fully comprehends your eagerness and desperation to get back to exercising your horse/s, it is up to the decision of the Government whether this will be allowed or not.

It was with this in mind that the SAEF prepared the documents to the Director for National Federations at SRSA to present our case with the authorities.

Mr. Simphiwe Mncube, Director for NF, was very understanding when I spoke to him on the phone regarding our request. He confirmed at 16:00 on Thursday that our request was submitted and that he will revert back to the SAEF when a decision has been made. We await the outcome which we will communicate the minute it has been received.
We wish to remind you that the application to exercise your horse/s does not include any form of coaching by your relevant coaches.

In President Cyril Ramaphosa’s address to the nation last night, he made it quite clear in his address that South Africa will go into level 4 of the lockdown as from the 1st May with strict measurements to keep on containing the virus.

We are of the opinion that exercising will be allowed as from the 1st of May but under very strict regulations which will be announced by the various Ministers in due course.

We believe that we will not receive a final reply from the Department of Sport and Recreation regarding our request, until the Ministers have discussed it amongst each other and stipulate what may or may not be done.

We therefore request our members please bear with us and wait patiently for an official reply for the way forward.

Should we not receive a positive reply from Government we will work on other possibilities to allow members to work their horses.
