Owner found!

UPDATE: BACK HOME
Her name is Coco and her owner came to meet with us (which we have some respect for, as he could have also just left her abandoned given the social media outcry). Coco is 15 and sleeps with him on his bed (which makes sense as she was matted, but not filthy) Given her age, nothing much can be done to fix her teeth or remove her cyst, she would not survive the anaesthetic. We gave her a bath, trimmed off the mats, cut her nails and brushed her. We educated her owner on how to continue managing her grooming requirements and other care. He committed to taking her to the vet immediately for a check-up and to treat her for the worms. We will follow-up on this to ensure she can live out her last months peacefully. And yes, we were also outraged when we saw her condition and we understand all our Collie-loving supporters are too. But we saw Coco's person and her together and we know she is loved.

FOUND: Red and white Border Collie found in Table View - safe at Border Collie Rescue, Cape Town
A severely neglected and emaciated Border Collie was found yesterday and is safe at the shelter. She is thin and frail, her teeth are in terrible condition and she has a large cyst on her neck, most likely from an untreated wound or an untreated abscess from her rotting teeth. Her nails so long that she hobbles when she walks. She has large mats on her legs, which are so heavy and close to the skin, that she must be in such pain. While cleaning her and grooming her, we also found that she has tape worm.
