He is stuck because he is growing and his head really doesn't through the fence anymore and he doesn't just walk around (the gate is currently open). Goats with horns are much worse and can get stuck easily as their horns lock them in even if the hole in the fence is larger than their head.

I lost contact with April and Leo who live about 5 min away and went over to check on them. The tornado was close and visible from their backyard so they moved their goats inside. So far they and I am fine though communication is spotty. We still have power.

The goats think I'm in charge of the food supply (true) and the weather (false). They were not happy about all this rain and were busy filling complaints with HR and voicing their displeasure until I distracted them with food.
