Statewide FREE spay-neuter for 3 years in Georgia ....

1- Adopt a policy that mirrors the CAPA , Companion Animal Protection Act template promoted by No Kill organizations. This will optimize shelter management, and improve conditions for the animals in the shelters.
2-

Offer Statewide FREE spay-neuter for 3 years, voluntary to owners and to veterinarians. Afterwards, provide on-going state-wide low cost spay-neuter. Optimistically, the program is estimated to reduce animal control populations by 40%, saving $50million-$75million in related tax expenditures and 100,000 animals by the end of the second year of the program. These savings will be ongoing for as long as the program exists.
3- Centralize management of Animal Control to a state managed authority reporting directly to the GADOA. Other related documents:

General information

Founded in 2007 to facilitate finding volunteer drivers for pet rescues taking animals northward from the Southeast. Later, we discovered that while southern states euthanize between 200,000-350,000 homeless pets annually, many northern states also kill enormous amounts.. approximately 1/3 of what southern states kill (approx 100,000/yr) Our main focus is to install policy in our home state to put a stop to most of the need for euthanasia in shelters. Our proposal can be viewed at the petition site below, and you could very likely use it in your home state to pursue a similar change in policy. We are based in Georgia, and therefore only have solid lobbying access here in Georgia. If we suceed here, and noone else takes the initiative beforehand, we will expand the project to neighboring states as our resources allow. We still promote transports for a wide variety off reasons.
