A way to help this process along is starting from scratch in the new situation. Building the behavior up from the beginning steps will go quickly because they have already played this game before but it will also help strengthen that behavior. This is especially important with recalls. As you add new distractions reduce the distance for success!

Zeke working on his leash manners. Sometimes it helps to give constant feedback during the walk to let the dog know when they are doing it right verse when they are doing it wrong. This is not a heel but a loose leash walk, meaning that there is no tension on the leash to continue our walk. Teaching a dog what it feels like to have tension on the leash verse not have tension on the leash, helps them learn the correct behavior. Zeke is on a front clip harness with a chain leash. No pain, all gains!!!
