When a dog makes an error that you perceive to be arousal related, simply withholding reinforcement can actually crank up those feelings and create bigger problems for you on the next rep (that's because often what we label arousal is actually desperation or anticipation regarding reinforcers). But, reinforcing behaviors you don't wish to see repeated will get you into a whole lot of trouble down the line.
So, if NOT paying is bad, and paying is also bad, what are you supposed to do?
First, of course, try to be sure your dog is in the right state of mind to be working. But then, decide on a reinforcement strategy that will help you soothe the dog's feelings while also putting MORE money in the bank for the correct behaviors.
Here, I am working on Felix's seesaw behavior and I am after a four-on stop. When he overshoots but makes an effort to stop, I reinforce with food in position. If he gives me the behavior I want I release him to food in my hand. This strategy is new to us with the teeter but has been extremely effective on the dogwalk, so I do expect it to work over time (if I don't manage to destroy it in trials!).

In fact, it's preferable to build on core skills and select behaviors that already exist than it is to wait for those behaviors to manifest through an extinction burst.
